Percentages should have appropriate precision

If percent values are only to 2 digits (.01, .10, .23), they should be formatted as such (1%, 10%, 23%)

Percents to more digits (.0112, .101, .2333333334) should continue to be formatted to 1 decimal digit of precision (1.1%, 10.1%, 23.3%)
