Median borrower income shouldn’t be filled in for years we don't have data.

For DC, it looks like it's duplicating the 2004 value for all years after 2004.

@rpitingolo In the housing_cnty.csv file, for MedianMrtgInc1_4m_adj , all the values are the same (122216) from rows 107 to 119. I believe this is where this problem is occurring.

@ddorio thanks. I am going through the county files now because it looks like there may be other issues on my end.
