Controls do not work with sap_hcb theme #3

When switching to accesibility theme "sap_hcb" the controls do not render properly

Steps to reproduce: 1) Having the browser or a control test page opened add to the URL "?sap-ui-theme=sap_hcb" 2) Notice that the controls do not render at all, probably the theme is not generated properly
