What steps will reproduce the problem?
1. unzip BWAPI 3.7.4 on Windows 7 x64
2. start install.exe

This probably means that Tcl wasn't installed properly.

You can install BWAPI 3.7.4 manually by copying the contents of Starcraft/ to 
your starcraft folder and running the Chaoslauncher that should be bundled with 
it. (These instructions should be in the README)

The 3.7.4 installer is a python script made by a community member. This issue 
was fixed in BWAPI 4.0.0 when a dedicated installer was added to the project. 
BWAPI 3.7.4 is no longer being maintained so the older installer will not be 
fixed.
