BWAPI games often start at fastest x8 speed #500

What steps will reproduce the problem?
1. Run a custom game with BWAPI 3.7.4 enabled (from Chaos Launcher)
2. Use Skynet Bot (from AIIDE 2013), race=protoss
3. Custom game (vs starcraft built-in AI)
4. Map (2) Astral Balance (but happens with any map)

NOTE: This bug is sometimes reproducible. (but not always)

What is the expected output? What do you see instead?
The game speed should be "normal".

What version of the product are you using? On what operating system?
Windows 7 x64. BWAPI 3.7.4 (and older 2.8 from year 2010)
Starcraft/BW 1.16.1

Please provide any additional information below.
This bug happens with 2 separate bots: 
-Skynet (AIIDE 2013, BWAPI 3.7.4)
-Overmind (AIIDE 2010, BWAPI 2.8 BETA)

Tried in single player and multi-player (LAN UDP) games)
not tried any other bots.

When it happens, the game feels like a super-fastest x8 replay (although it may 
be even faster than that), and finishes in about 30-40 seconds when opponent AI 
is destroyed.
The computer does NOT respect the speed I set in single player custom (vs 
starcraft AI) and not in LAN UDP games.

The worst part is that I don't know why does it happens, and whenever it's 
BWAPI is to blame or ChaosLauncher or some other module...

It's possible that the bots are setting it to that speed.

Could you add a human-user control, so that I could force normal speed ?

I might consider it. Meanwhile, it's possible to use the Example Tournament 
Module to compile a tournament module that prevents bots from changing the game 
speed.
