Windows installer needs to install all dependent libraries #7

Old Win32 installer did not properly install all of the dependent Visual Studio 
related run-time DLL 
files.  Need to get a complete list and determine best method of including into 
installer.  Most likely 
will just include into the Wildcat directory as opposed to installing fully 
into host system.

Steps to resolution:
1.  Determine all dependent libraries
2.  Include libraries into installer
3.  Deploy installer back out onto downloads section
