Auto-sync site item sets #128

Similar to how team items are automatically synced with site-items.

This would mainly affect the Browse by Item Set site pages. User may have other uses for item sets than a browse category, and adding this method would remove those options. Instead, reinstate the site resources page for non-admin users.
