Should MODCOMM exist in C2? #170

MODCOMM does not need to exist in the C2. MODCOMM in UDS V3 was used to determine which modality of communication was used to administer the neuropsychological battery. In UDS v4, each from has Mode box to select modality. MODCOMM does not exist in the UDS v4 documentation.

@smiththay Thanks, I added a comment in the C2T card to also remove MODCOMM. (see #158)
