The download dialogue in UI doesn't preserve version number #77

When a specific version of an entity is visible in the UI, the 'download' dialogue does not include the ":n" version designator, so only get the 'current' version :(

I've updated registry-config-base to provide for download when viewing versions. It only supports "with metadata" download since that's all the API supports.
