The currently bundling of permissions into roles might need some review.

Specifically currently on the manager role can register a new item, except for "open" area.

Should allow manager to grant open registration, retaining control over approval (StatusUpdate).

Should be just a small change in UI to allow more selective grant to "anyone authenticated"

Turned out to be not so small because the resulting UI was confusing since it lacked explicit display of the permissions that had been granted. Fixing this meant some changes the UserStore interface.
