Tool environment link is broken #56

the "tool environment" link near the bottom of this page does not go anywhere

Fixed in sync (https://github.com/UKGovernmentBEIS/inspect_ai/commit/210e5fa7d8e07547f99d34ffc1caa3f03dbe8252). Note the doc site will be redeployed when we push PyPI (next 2-3 days).
