Schema fixes #12

Fixes to the schema:

  1. unbounded maxOccurs for repeating elements
  2. removed regulatoryTopics wrapper element to bring in line with dcat top level repeating elements
  3. relatedResource is now optional
  4. put identifierOther in (was previously inked to identifier)
