Should `dcat` compliance be optional? #19

Currently, dcat mandatory fields are mandatory in the ORPML schema. Given DCAT is specifically designed for collections of data rather than individual documents, should we:

  1. remove dcat from the schema but make some of it mandatory fields mandatory metadata, i.e. cut down the number of mandatory dcat fields needed?
  2. have the ORP system group regulation by a single regulator in to a dataset for sharing via DCAT, so ORP would have <= 86 datasets, each identifiable by the regulator
