[BUG]A heading visually was not stated as such programmatically. #209

Describe the bug A piece of content being used as a heading has not been stated as such programmatically. This instance can be found with the success message that appears upon submitting a survey. The text ‘your survey has been submitted’ introduces further content however it is not stated as a heading so, for screen reader users, each text is its own separate piece of content which is not the case.

Expected behavior Text that is visually a heading but is not programmatically stated as such affects how screen reader users interpret content on the page. We suggest wrapping the text within a heading level 2 to ensure the structure is relayed to screen reader users.

A similar issue with this is noted in Team Kais xcel spreadsheet in relation to dashboard titles, TB believe this is because Team Kai have added the 'start here' and therefore not a design system issue. See DAC report page 18 for more information.
