Review/update the Coding Standards policies #208

Fleet Manager has a dotsettings file that ReSharper uses to enforce these coding standards (and linting criteria). Can we consider adding that as either an example or template to this repo so that there one source of truth? It would be a nice way to ensure that code is consistent throughout the organisation.

Also filename have 2 periods: software-engineering-policies/CodingStandards/DotNetCodingStandards..md
