Rewording definition to requirements for members #52

Attempting to remove some of the controversy around the hackspace definition, we agreed to replace occurrences with our requirements for membership and stop attempting to make a definition.

I have replaced the define.md file with a summary of this just in case we still have external links pointing there. Hopefully it will make people smile if nothing else ;)

After shortening the witty part in the remainng define.md (convo via telegram) this looks sane to me (havent personally checked if thats all the links - check the website repo templates too?)

@castaway grepping didn't turn anything up:

That's website and resources which are the two big things I suspect. There will undoubtedly be external links to it though.
