As a developer, I want to know the health of the CI platform #4

I think the developer isn't concerned about knowing health of the platform, only that they receive a service of specified quality. Perhaps this story should be from the perspective of the central team managing the platform.

@johnplacek historically this ticket is valid. One of the issues we've had is that the platform is broken for one particular namespace so when debugging a broken build CI we want to know that the platform isn't the issue (the container hasn't run out of inodes for example). It may seem a little odd at first but over time you will appreciate this card existing :)
