[BUG] Pagination links do not have path prefix applied #221

Describe the bug The links for pages 1,2 or 'next' at the bottom of a list of paginated articles do not work. They 404

To Reproduce Steps to reproduce the behavior:

  1. Go to 'https://ho-cto.github.io/engineering-guidance-and-standards/principles/'
  2. Scroll down to the bottom where you can see clickable buttons for 'Next', '1' and '2'
  3. Click through to get 404 error on https://ho-cto.github.io/principles/1/

Expected behavior That this would take me to another page of listed articles
