Monitoring of resource utilisation allows for infrastructure scaling to be automated in scenarios of load or stress, or under utilisation. This is also useful for diagnosing and alerting on issues and informing remedial actions, and for allowing trend analysis and future capacity planning. These things allow HO services to be more resilient and right-sized
How might people follow it
Teams would be instructed on the minimal expectation for metrics to be collected and analysed

This will initially be a minimal set defined so as to be applied by teams across portfolios. It should be reviewed in a broader context to be extended in time
