[BUG] - Accessibility statement link to engineering.homeoffice.gov.uk is incorrect #331

Describe the bug The Accessibility Statement opening paragraph should link to the site root - it currently displays and links to localhost

To Reproduce Steps to reproduce the behavior:

  1. Go to https://engineering.homeoffice.gov.uk/accessibility-statement/
  2. Scroll down to opening paragraph
  3. View link/url

Expected behavior Should link to engineering.homeoffice.gov.uk
