[BUG] Page title has GOV.UK appended to it #374

Describe the bug Page title has GOV.UK appended to it. This should not be displayed as the site is not on GOV.UK

To Reproduce Steps to reproduce the behavior:

  1. Go to https://engineering.homeoffice.gov.uk/
  2. See that the browser shows "Engineering Guidance and Standards - GOV.UK" as the page title

Expected behavior The title should show Home Office instead
