Create a help button (or similar) in the UI that lists the DSST or ServiceDesk emails, and describes the support process for general types of problem (technical, account, feedback, etc.)
Some acceptance criteria:
[x] a generic fallback for cases where the user has no group
[x] describe the different kinds of help and their possible resolutions
[ ] help content decided by user's group (as this will dictate which parts of the system they can use)
[ ] template/placeholders for contacts/addresses/people/teams that can be provided as env config in levops
