When someone new joins the server. KC Bot should message them with some friendly words and advice on how to get set up (what channels to join, how to contribute to the bot, how much !stando is too much etc.)

I think I created this issue before we had a dedicated #spamdo room. So I guess now that we've got that, the answer is "There is never enough !stando" ^_^
