What is the difference between Paraphrase Identification and Semantic Textual Similarity ?

And is there a pre-trained model available for Semantic Textual similarity for the Portuguese language?

Sometimes paraphrase identification is just a binary task (1=paraphrase, 0= no paraphrase), while STS has mutliple levels.
