Developer Guideline #7

We need a guideline for developers. I suggest that we adopt HERA software developing guideline, which is what RASG uses, I believe. @UKZN-Astronomy/corrcal, does anyone have comments or suggestions?

The developer guide should be linked in the new README in issue #1 .
