Replace stahnma/epel by puppet-epel #47

stahnma/epel module has been deprecated by its author since February 20, 2020.

The reason given was: Transferred to Vox Pupuli

The author has suggested puppet-epel as its replacement.

@Falkor can we please get this one merged and tag HEAD as 1.3.0

Version 1.2.0 was released in feb 3rd 2019 and it is the default version in Puppet Forge https://forge.puppet.com/ULHPC/slurm
