Revisit password asking options for creating new admins #21

Here's an idea: If there are no administrators in the database, generate and log a token for first-admin creation. This would be submitted with a create-a-user form, and allow an unauthenticated user to do so.

This has become somewhat of a duplicate of #23, so I'm closing it in interest of focusing on that.
