The current clinics are part of the RCT and most of the treatment group needs to be called, however we also want to scale up next to the running rct, the current plan is as follows:
If a clinic is not part of the RCT it will receive treatment_group: 2
Treatment group 2 will be appended to the calling list after group 1
This way the patients of the RCT will be called first, before moving on to the new clinics
