@travissluka Passed all tests. Hopefully the new landmask file is ok. Take your time, you can deal with this PR when you're back next week.

:+1: mask looks good. I think there was an update to SABER today causing a small change in answers. Also, can you modify the dirac configuration to create an increment near Panama so that we can demonstrate that the increments respect the landmask and are not spread from the Pacific to Atlantic ocean there?

@travissluka I used "make update" to update the SABER/JEDI, and added an increment near Panama, the result shows that the landmask works (See picture below). Passed all test. Please merge the branch if you feel the result is ok. The Cheyenne has been down for 3 days, so I couldn't work on it.
