admin assign badges to teams #96

It would be cool if admins could assign badges to team, such as one for "You found a bug in gold!"

Note that this is a team page, even though I just picked on Julian; users/teams were synonymous this competition but are not necessarily. Anyway, to be clear: Badges are assigned to teams.
