Tsurf and Ts output #72

Tsurf and Ts both represent surface temperature which is confusing for SUEWS users. It is not clear what the difference between the two variables are based on the documentation. Update SUEWS documentation and perhaps remove one variable from output for user clarity. Note: Tsurf has a different definition in the SUEWS code for NARP and SPARTACUS radiation options.
