added stats parameter to get_user

It should be allowed to fetch additional stats data for user, as it is done for bucket.

Thanks for contributing!

I was trying to spot check this and don't see this param documented in http://docs.ceph.com/docs/master/radosgw/adminops/ I can merge this change faster if you can add a test. Otherwise I'll try to add one and test later in the week.
