[Urgent] Job Title and Job Description should be required for uploading resumes #187

Based on expert interview with Tracie W, users should be required to provide the Job Title and Job Description -- Users should be nudged to provide something--even if it's about their dream job. They can also include N/A if they are unsure and it is a generic resume
