Parcels with multiple zones defined #37

@JRDeLisle Right now PAT bases it's initial calculations for a parcel off of the Parcel's set zone. I noticed that some data from the address API has multiple zones assigned to one parcel. Is there a specific way these cases need to be handled?

What I was going to do was bold the zones that are preset in the drop down box and just auto setting it to the first defined zone.
