Can now create a json file from Zoning_Code_v17.xls #46

Please see README.md in the data/Zoning_Codes directory for a detail description.

We need to

  1. Discuss the labels in the spread sheet
  2. Nouns to be used in the resulting .json file
  3. If this can be used instead of a normal API.
    If we do not use the resulting file, we need to determine the API and document what we want.
  4. Determain the interactions between the user controls. If one changes do we repopulate the other with the allowable selections?
    • Zoning pull down - Will Residential have 3 options?
    • Property Uses

Also added two spread sheets with KCMO Zoning information from Carlson, Benjamin M. (UMKC-Student) Oct 5th 2015
