Update to use `bats-core` #6

We should update this to use bats-core instead of the old version of bats.

This will require updating the README to talk about the need to add the git submodules.

I'm probably not going to do this his year because of the problems with GitHub templates not dealing with submodules correctly. Hopefully next year that will be resolved and we can do this then.
