Adds:

Distinction support: use distinctionpaper: true distinctionslides: true
Slide PDFs to Spring 2017
Most recent seminar to homepage

Fixes:

Removed leftover template text from the 404 page
Removed Gemfile.lock from the repo and added it to .gitignore
Removed unused octicon element from homepage
Changed index.md to index.html
