expand or modify the insert point tool functionality #122

The insert point tool functionality should be expanded, or potentially modified:

We need an option whereby the new points placed would be tied or locked onto the path between the existing points between which the new point is being added. This would allow the user to create a path with a start and end point, using the h-bar, then infill the boundaries between and have the new points tie to that path.

This is distinct from the current method where the points can be placed off path. We may need both, need to think through this. So there is the question of a toggle or just a replacement, I suppose.

The more I've thought about this the more I see value in having the old and the new, and that leaves the question of how to create an effective toggle.
