Click to pan/drag image and icons fails after right clicking over an existing icon #126

Click to pan/drag the background image and dragging of existing icons fails to continue working when one is actively measuring and then right clicks (to disable current tool) while mouse is placed over an existing point (e.g., last point placed). Seems to be an issue in forwards/backwards, and across browsers (at least Safari/Chrome).

The issue can be avoided by moving the cursor away from existing points when right clicking to disable current tool. And the issue can be resolved by saving work and then reloading the page.
