Area capture implementation:

Able to draw ellipses to capture area.
Ellipse cycle between 4 colors (red (decade only), orange, green purple).
Tools include: create, delete, lasso, bumpers, redate, and download (csv).
Beta version, may have uncaught bugs or features to be added in future (more colors, shapes, etc.)

Data access updates:

New dialog box.
New download methods (simplified).
Housed separate from main code.

Misc. :

Universal delete button (except ellipses).
New icons & hover text.
