Prepare the split of arpifs4py into pyfa(&lfi) and transforms (later in ectrans) #29

Main motivation is to prepare for the separation of FA-LFI-LFA into a standalone package pyfa (or other name to be found)

@SebastienRietteMTO : peux-tu vérifier que les modifs te conviennent, notamment sur cTypesForFortran ?

For the record: ctypesForFortran has finally been fully externalised in its own repo
