GET /events?name=이름

Description

메인 이벤트 화면에서 이름으로 검색 시 요청할 api
반환 형식은 기존 GET /events 와 동일
URI에 한글이 포함될 수 있어 encodeURI 함수로 변환해서 요청하므로 서비스 단에서 decodeURI 작업을 거쳐야 함(참고자료: https://despiteallthat.tistory.com/86)
