Problem with import of multiple terms for Threats #17

Hi Kurt,

There seems to be a problem to import Threats that are tagged with several Issues. For instance on D6 : http://infoasaid.org/message-library/acute-respiratory-infections-aris is tagged with "Communicable Diseases" as well as "Child Health" however on D7 http://bangladesh.humanitarianresponse.info/message-library/threat/acute-respiratory-infections-aris only Communicable Diseases show up.

Strangely the import on another instance on another server works. See: http://hri.infoasaid.org/message-library/threat/acute-respiratory-infections-aris

Could you help troubleshoot? Maybe @guillaumev has ideas?

I'll try to reproduce and see what enhancement i could do.

I think we could wipe the old imported content and try doing a fresh import.

Still not working. See mltraining.infoasaid.org which has the latest code and has been freshly imported.
