Update the main readme.md to give a better idea of the project as a whole, with steps for how to build a camera...

the current main readme really belongs in the camera software folder.. it is the step-by-step for how to get the pi working on the software side

for example:

buy parts listed in /hardware/BOM
use instructions in hardware folder to assemble the camera
use instructions in software folder to get the pi ready, etc.

Also update and clarify the readme for

[x] software
[x] hardware
[x] ML
