[FEATURE] implement sketching feature #2325

Feature Description

Sketching feature like Felt can be very powerful for users to create a map, it would be better to have it in geohub

Feature Implementation

[ ] add drawing tools (line, polygon, point, circle, text) to geohub
[ ] includes those sketching layers in style.json, so the layer can be saved

for sketching library, the following ones can be used

mapbox-gl-draw looks like not working with the latest maplibre-gl-js

I think this is because they stopped supporting mapbox class name in plugin since v3
