[DATA] add global unconstrained population data from world pop (2000-2019) #3731

Issue Description

I already added 2020 unconstrained population data to geohub.

need to add rest of unconstrained population data from 2000 to 2019 like 2020 one.

@Thuhaa although I created the issue, it is not very urgent to make this data now.
