Comments related to GSBPM Phase 7. Disseminate

General comment

• Similar to our comments regarding GAMSO, “Disseminate” is very product focussed, whereas we are seeing much more data delivery so that others (often Private companies) create & disseminate products (effectively move the NSO from a Retailer to a Wholesaler). Such a transition, or the need to support such initiatives, could be better reflected in ‘Disseminate’. (New Zealand)
• Phase 7. Disseminate is now a mixture of dissemination and communication elements. We suggest removing communication from this phase. (Hungary)
• For Phase 7. it is difficult to draw the line between dissemination elements directly linked to the process and general supporting services (example: user consultations). If there is a UNECE guideline available on dissemination, its recommendations should be taken into account during the revision of Phase 7. (Hungary)
• GSBPM does not mention the archiving of finalished statistical outputs and processed microdata on which they are based. Archiving is mentioned only in the context of the metadata management (archiving rules) and in the collect phase. In Finland, the Data Management Act requires the archiving of these finalished outputs and microdata. Statistics Finland considers the formatting of this information to be part of a sub-process 7.1 and updating it in the archive to sub-process 7.3. (Finland)

Phase 7 Introduction

• We suggest adding the following geospatial considerations in the point 95: “These activities support users to access and use the products released by the statistical organisation in which the use of relevant international standards, particularly related to metadata, are highly recommended for discoverability, accessibility and usability purposes.” (Portugal)
• GeoGSBPM added "Cataloguing and tagging the products using relevant metadata standards can greatly increase the discoverability and accessibility of the products both internally and externally. International standards should be used as a norm to ensure that the products can be found and consumed easily across a range of various user groups from public and private sector.", further comments on this addition from GeoGSBPM task team is that "Cataloguing and tagging the products and services using relevant metadata standards can greatly increase the usability of the results both internally and externally. This is applicable for not only geospatial product, but all product, this could be recommended to be included in the next GSBPM revision"

Sub-process 7.1 Update output systems

• The word “system” is a bit confusing. Components or modules may be more appropriate (GSBPM Task task team, 2022)
• What is the difference between what we do in sub-process 6.5 (Finalise Ouputs) and sub-process 7.2 (Produce Disseminate Products)? Is the former more for "content" and the latter more for "product"? Perhaps the distinction can be made clearer (GeoGSBPM task team, 2020)
• Update output systems: Is this not supposed to happen already in Phase 3 Build? (Hungary)

Sub-process 7.2. Produce dissemination products

• Clarify the difference between "statistical outputs" and "dissemination products". This will remove the ambiguity between sub-processes 6.5 and 7.2. (France)
• It is unclear when dissemination actually takes place as 7.2 is about producing dissemination products and 7.3 is on managing release of dissemination products. (GSBPM Task task team, 2022)
• GeoGSBPM added "When all product components are assembled together, additional disclosure control may be required at the product level (e.g. when a geospatial component such as map is provided by external partner organisations that has not undergone the disclosure control (sub-process 6.4))."

Sub-process 7.3. Manage release of dissemination products

• A suggestion from MWW2022 is that a version number could be added to the product. It is important to explain and amend the error after dissemination, instead of just retracting a product. It is noted that GSBPM does not have much discussion on dissemination planning. (GSBPM Task team team, 2022)

Sub-process 7.4. Promote dissemination products

• We suggest revealing if some sub-processes or phases might be considered part of overarching processes. Examples: sub-processes 7.4 “Promote dissemination products” and 7.5 “Manage user support”... The first two could be regarded as belonging to the overarching process “Customer management”. (Portugal)
• Doesn’t the core process of data production end with the release of the products? Would product promotion and user support fit better as a corporate level activity (or under Manage Consumers in GAMSO)? (GSBPM Task team team, 2022)
• GeoGSBPM added "For a joint product, promotion and communication of the product may be coordinated with the partner organisation."

Sub-process 7.5. Manage user support

• GeoGSBPM added "Geospatial information products could require additional support (e.g. tutorial video) as users may not be familiar with the data concept / type / structure, file format and associated GIS tools.."

There is UNECE Expert Meeting on Dissemination and Communication being organised now, I thought these two comments from organising committee are relevant to this phase (also related to comments from New Zealand):

In the past, we try to be competitive (by using modern tools, nice visualisation techniques, etc.), but there are now so many platforms, we can never have enough resource to keep up with speed of change and compete with private sector, perhaps better strategy is to form a partnership with the third-party, and also try to make sure they understand and use our data right.

We need to give tools to people to easily pick and use our data (e.g., API, open data)
