@wosnik suggestion:

Performance varied with Re # strongly (?) at low Re and at $Re_D = 1.3 \times 10^6$ a peak performance of $C_P = 0.38$ was observed at a rotor drag (or thrust) coefficient $C_D = 0.84$.
