c/R is about 10% on average, which is sort of on the borderline.

Also, do MHK turbines have to be higher solidity for structural reasons?

Torque on the same rotor in water (2 m/s) vs. air (10 m/s) is about an order of magnitude larger, so yes, MHK turbines will need to be heftier.
