Reset belt tension #61

The belt is resonating in a transverse mode and slapping against the housing. The tension should be reset according to https://marine.unh.edu/oelab/wiki/doku.php?id=tow_tank:maintenance:procedures#setting_drive_belt_preload.

Done today. Took about one hour. Didn't seem to change much so this maintenance interval may be able to be relaxed.
